at end add `Yet in spite of the euphoria which followed the Prime Minister's announcement on 22nd January and widespread media coverage, regrets that six weeks later the Council of Europe Convention on Action against Trafficking in Human Beings has still not been signed, let alone ratified; and hopes that the Convention will not be yet another to add to the list of 20 Council of Europe Conventions which the UK has signed but not ratified.'.
