That this House congratulates the Spanish Socialist Party on its election victory; applauds its leader on his vow to make a priority of the fight against international terrorism which has brought horrifying death and destruction to the people of Madrid; agrees with Prime Minister Jose Luis Rodriguez Zapatero that the war on Iraq has been a disaster; and looks forward to Britain co-operating with Spain following a new sensible foreign policy.
