Line 3, leave out from 'date' to end and add 'remains profoundly unfair and to the detriment of Wales; notes that since 1999 alone the GDP of Wales relative to the rest of the UK has fallen by 4 per cent.; notes that the current settlement needs to be replaced with a needs-based formula; and calls for the Treasury to set up an immediate inquiry to investigate the case for Barnett reform.'.
