That this House is appalled by the evidence of abuse, incompetence and neglect detailed by the Waterhouse Report, Lost in Care, and recognises that change is underway; but calls upon the Government to ensure that it achieves a fundamental improvement of all aspects of the care system within the duration of this Parliament.
