at end add 'or, where that is felt by the GP to be against the best interest of the patient, then the GP should provide these detailed reasons (and the reason for withholding the reasons from the patient) to the health authority who should have the power to inform the patient if it feels that appropriate and to monitor whether GPs are de-registering patients for legitimate reasons.'.
